A survey of 500 of Europe's largest firms showed 18 per cent aim to shift operations. According to the annual survey by property firm Cushman & Wakefield Healey & Baker (C&W/H&B), India and China are the most popular locations, after central and eastern Europe.
In its rankings of 30 European cities London scored highest as the most favoured place to do business, while Paris came second, Frankfurt came third. The lowest-ranking city was Oslo.City rankings were compiled on the basis of 12 different factors, such as communications, cost, quality of life and access to markets.
