There is critical importance of payment systems in facilitating both real and financial transactions in an advanced monetary economy, and in implementing and transmitting central banks’ monetary policy decisions. In wholesale financial markets, it is the presence of effective interbank settlement systems – and in particular, confidence in the finality of settlement – that facilitates trade between market participants. In the past decade, there has been a marked shift away from deferred net settlement to realtime gross settlement (RTGS) in large-value payment systems. This implies heightened intraday liquidity demands on payment system participants.
Recent Global Financial market turmoil has increased the importance of maintaining confidence of market participants. Therefore, need is to establish resilient payment systems ready to respond appropriately in the event of a liquidity crunch.
The rapid growth in the number of mobile phone users and wider coverage of networks have made this medium an important platform for extending banking services to customers. In order to ensure a level playing field and considering that the technology is relatively new, Reserve Bank of India has announced final operating guidelines for adoption by banks, on October 8, 2008.

Banknet’s “Third Conference on Payment Systems in Banks”on 10th January, 2007 at Mumbai was inaugurated by Mr. M V Nair, Chairman & Managing Director, Union Bank of India. Banknet India’s “Second Conference on Payment Systems in Banks” on 17th January 2006 was the largest gathering of bankers ever in a Banking conference in India. Conference was inaugurated by Dr R B Barman, Executive Director, Reserve Bank of India and Mr. A P Hota, Chief General Manager, Dept. of Payment & Settlement Systems (DPSS) gave the key note address.
